Pavlos Eleftheriadis examines the relationship between the institutions of the UK constitution and the people. He argues that, although the referendum voted in favour of leaving the EU, Government papers have discussed at least four possible varieties of relationship between the UK and the EU. Given that the people were not asked to choose which variety of 'leave' it wished, there is a need for Parliamentary involvement and debate to ensure that the choice between these options is constitutionally legitimate.
